Policy Initiatives to Address the Needs of the Most Vulnerable Infants and Toddlers
Presenters in this plenary will describe ways in which we can design policies that address the
needs of both children living in poverty and children of immigrant families that can also support
the healthy development of all children.

Group Care in the US: Past, Present & Future Opportunities to Improve Quality Care
The third plenary will offer a lively dialogue among leading voices in the field on the history of
group care for infants and toddlers, the obstacles we have faced over the years in providing high
quality group care and current efforts and progress to overcome these challenges.
